Background
Barking and Dagenham Council currently has around 4,000 leaseholders who hold the lease of their homes either through the Right to Buy scheme or via subsequent sales.
Although leaseholders own the lease, the Council still owns the building and is responsible for its maintenance and improvement. This includes major works such as roof repairs, window replacements, and external decorations.
Leaseholders contribute to these costs through annual service charges for everyday maintenance and separate charges for major works. These major works charges are billed after the work is completed, based on actual costs, and leaseholders have 12 weeks to choose how they want to pay.
Recently, the cost of major works has increased significantly due to rising construction prices, more complex projects, and new legal requirements like the Building Safety Act. This means some leaseholders may find it harder to afford these charges.
