Help Richard Alibon School pupils get to school safely

Located on the busy and narrow Alibon Road, Richard Alibon Primary has issues with heavy traffic and dangerous parking at peak times.

To tackle these issues and improve safety around the school gates, we are proposing that from May, parts of Alibon Road becomes a School Street at pick up and drop off times. Nearby Hunters Hall Primary will also benefit from this School Street, to ensure traffic calming and safer roads benefit the wider area.

This will create a pedestrian and cycle-only area in front of the school gate between the hours of 8am - 9:15am, and 2.45pm - 4pm during term time. This will alleviate congestion and parking problems for residents and create a safer environment for children and parents to travel to school.

The parts of the Alibon Road that affected are:

  • between the junctions of Sterry Road and Hunters Hall Road,
  • between Croppath Road and Hunters Hall Road, and
  • Between Hunters Hall Road and Wantz Road (the Hunters all School Street).

You can see the plan here. You will still be able to travel north to south along Hunters Hall Road and Croppath Road without entering the School Street Zone.

Emergency vehicles will be exempt. Residents and businesses within the school street zone, carers and blue badge holders who require access to the school street, as well as school staff, can apply for an exemption free of charge. Residents’ parking will be unaffected.

To ensure children, parents and residents enjoy the benefits of safer, more pleasant roads in the surrounding areas, further School Streets are being proposed around nearby Hunters Hall Primary.

  • If someone has a visitors permit through our residents permit will they be exempt from the driving and parking restrictions?

    Hello, and thank you for your question.

    If the scheme goes ahead, only residents living within the proposed School Street will be eligible to apply for an exemption permit - as School Streets and Controlled Parking Zones are monitored and managed separately. 

    Visitors will need to park outside the area if they enter the street during the time of the restriction. However, they will not be fined if they are parked there before the restriction begins or after it ends, because only vehicles entering the street are monitored by cameras - not those leaving the street.

  • If the safer street zone ends at Sterry Road will traffic enforcement be in force prevent those without permits parking between Sterry road and the Heathway road. Also the amount of Uber drivers that park up within this area seem to do so without any penalty. Why? I gave s residents permit for HW zone and drive through Alibon road 4 + times a day, all the way through to wantz road. Will I need the exemption permit for both safer streets Zones? Thank you

    Hello, and thank you for your question.

    If the scheme goes ahead, we would look to install cameras in the School Street zone - in this case, on Alibon Road and Rockwell Road - to enforce restrictions. However, we welcome feedback from residents and will take into consideration the potential need to enforce parking restrictions in the roads surrounding the School Street.

    To drive down Alibon Road during the proposed exemption times, you will need to apply for a permit to be granted an exemption. The main people eligible to apply for an exemption permit are: 

    • Residents of the School Street zone (those living on Rockwell Road and Alibon Road, between the junctions of Sterry Road and Wantz Road). This will also include any residents who live in cul-de-sacs in the zone (e.g. Alibon Gardens), and those who have permits to park on those specific streets.
    • Blue badge holders, carers and health workers who need immediate and/or regular access to the School Street.
    • School staff.

    If there is a genuine need for an exemption that is not listed above, there will be some discretion applied and the Council will grant permits on a case-by-case basis.

    We will publish these in full if the scheme goes ahead and will explain how to apply for an exemption at that point.

    Currently, we are asking people who will be eligible for an exemption like yourself not to apply for a permit yet, as the scheme is not yet finalised.

    If the Council decides to go ahead with the scheme, we will put a link on the website and in letters that we’ll distribute to residents and the school, that will allow you to apply for an exemption quickly and free of charge. We will ensure everyone is notified of this, and has sufficient amount of time to apply.

  • hi i agree with this new school street but i live across the road to Richard Alibon school how would this work for me as i go to work? would i apply for a different permit? thank you ria ridley

    As a resident of Alibon Road, living within the proposed School Street zone, you will be eligible to apply for an exemption so that you can leave and enter the street as you wish. However, currently we are asking people who will be eligible for an exemption like yourself not to apply for a permit yet, as the scheme is not yet finalised.

    After we have done initial engagement with residents and move on to the next stage of consultation, we will send out letters to residents and put a link on the website that will allow you to apply for an exemption quickly and free of charge. We will ensure everyone is notified of this and has a sufficient amount of time to apply.

  • Parking in adjacent streets ? I live in Croppath Road and I am often unable to get my car off my drive at school time all this will do is totally block our street. We have never seen a traffic warden at school time they always come before or after so how are we supposed to get out of our street ?

    Hello, and thank you for your question.

    While we appreciate that there may be some displacement of traffic in the short term, we have seen with other School Streets that vehicles are disbursed over a wider area, and so have less of an impact on local streets than they would have done when all concentrated onto one or two streets outside the school gates. We have also seen evidence that vehicle numbers lessen over time as parents are encouraged to use more sustainable travel modes. 

    We are also working hard with the school to ensure that as many children walk, cycle and scoot to school as possible. Recent evidence has shown that, combined with behaviour change and active travel initiatives, school streets increase walking and cycling levels – reducing traffic levels in the surrounding area, and not simply displacing it to surrounding streets.

    Nevertheless, if the scheme goes ahead, the Council will carry out an impact assessment to see what the likely effect on surrounding streets like Croppath Road will be, and the situation will be monitored carefully. 

    Cameras will be installed to enforce the restrictions in the School Street zone, but we will also take into account that traffic wardens may be required during the peak school run hours to ensure parking restrictions are adhered to.

  • Will Alibon Gardens be included in the exempt school street zone? We can only leave Alibon Gardens through Alibon Road

    Residents living down Alibon Gardens will be eligible to apply for an exemption given that their only possible way out is through Alibon Road.
