Update on Vehicle Restriction Exemption for Residents: Renwick Road/Bastable Avenue





There was overwhelming community support (92% in favour) for all residents living within the catchment area highlighted below, to be exempt from the Monday to Friday 6am-10am restrictions at the Renwick Road Junction of Bastable Avenue.

New regulatory road signs will be installed at the junction clearly defining the new access arrangements.

Whilst traffic flows will naturally increase in this part of the network during the morning peak, the change will redistribute the current flows from surrounding routes, reducing localised congestion, frustrations and road safety risks from both River and Thames Road.

To mitigate these increased movements, enhancements will be made to the junction to slow down approach and manoeuvre speeds, improving safety for pedestrians, cyclists and drivers.

The following changes will be delivered as part of the scheme:

  • Remark the entire junction for clarity and add SLOW Markings to Renwick Road approaches to Bastable Avenue.
  • Add “Look both ways” to the pedestrian crossing points on the Bastable Avenue Junction.
  • Resurface the existing speed table in red to provide a contrasting colour and visual awareness of the junction and associated manoeuvres.
  • Resurface cycle lanes in green to highlight the cycle infrastructure route and our vulnerable road users’ priority.
  • Upgrade the traffic signs in accordance with regulations to account for the changes and make things clearer.
  • Declutter the junction of historic street furniture to remove distractions and improve visibility.

The scheme timelines are:

  • Highway changes outlined will be completed July 2025
  • New access arrangements come into operation August 2025

  • Renwick Road/Bastable Avenue Proposed Vehicle Restriction (Monday – Friday, 6am - 10am)

    Bastable Avenue is the heart of the local community, home to Thames View Primary and Junior schools, community and health centre and the local shopping hub of Farr Avenue, served by the East London Transit routes 1 and 2 and the new Ripple Greenway.

    On the January 14, 2010, the Renwick Road – Bastable Avenue Monday to Friday 6am to 10am traffic movement restriction was implemented, preventing traffic from entering Bastable Avenue form Renwick Road during the morning peak traffic times. Its aims were:

    • Successfully removing the morning A13 rat running traffic blighting the local community
    • Reducing congestion,
    • Improving road safety,
    • Providing safer routes to school,
    • Enhancing air quality,
    • and facilitating the East London Transit Bus Service linking Dagenham Dock, Barking Riverside with Barking and beyond.


    We are aware of the local community feelings changing towards these restrictions, and the impacts felt.

    Therefore, we are considering trialling an exemption for all vehicles registered at addresses on Bastable Avenue and all streets solely accessed from it (see map for qualifying area).

    If implemented:

    • Residents will be required to apply for the vehicle exemption.
    • Exempted vehicles will be able to turn into Bastable Avenue from Renwick Road between 6am – 10am (the existing banned turn restriction).






    *There may be an initial registration administration charge required for the management of this unique scheme to cover its operational costs only, as it will require intensive administrative and ongoing management duties. As a guide this would be in the region of £25.





    Camera Enforcement of the banned movements would be maintained for all vehicles not registered and classified as exempt, to ensure the overarching outcomes and community benefits of this restriction continues, ensuring safety and congestion benefits are not compromised.
